And it deserves a place in workforce planning.

Heat exposure increases the physical demands placed on the body. Environmental temperature, humidity, direct sunlight, workload, clothing, protective equipment, hydration and acclimatization all influence how an employee responds to the work environment.

In April 2026, OSHA updated its National Emphasis Program for indoor and outdoor heat hazards, directing enforcement and outreach toward industries and workplaces with elevated heat risks. A worker joining an outdoor crew during a Central Texas summer may have extensive experience in the trade.
Trade experience does not automatically mean the worker is acclimatized to the current heat exposure.

Acclimatization deserves particular attention because OSHA identifies lack of acclimatization as an occupational risk factor for heat illness.

Heat Planning Should Connect Safety and Operations
A meaningful heat strategy involves more than water and shade.
Employers should consider how heat interacts with the entire work process.
Scheduling can determine when the most physically demanding work occurs.
Acclimatization can influence how new and returning employees enter hot environments.
Recovery periods can influence how workers maintain performance throughout the shift.
Supervision determines how quickly warning signs are recognized.
Medical response determines what happens when an employee develops symptoms.
Each piece contributes to workforce resilience.
Indoor Heat Deserves Attention Too
Central Texas heat exposure extends beyond outdoor jobsites.
Warehouses, industrial facilities, mechanical spaces and partially enclosed construction environments can become extremely hot, particularly when physical workloads are high and ventilation or cooling is limited.
OSHA’s current heat emphasis program specifically addresses both indoor and outdoor environments.
That makes heat planning relevant to a much broader range of employers than traditional outdoor construction.
Where Occupational Medicine Fits
Occupational medicine can provide an important medical component to an employer’s heat strategy.
That can include medical evaluation, heat-related illness management, workforce education, return-to-work decisions, job-specific assessments and follow-up after workplace illness or injury.
The larger opportunity is integration.

Operations teams manage the work.
Supervisors manage the workforce in real time.
Occupational medicine provides medical expertise around the health of the employee performing that work.
When those functions communicate, employers can respond more effectively.
The Central Texas Question
Austin and the surrounding communities continue to grow, bringing more construction, infrastructure, manufacturing and industrial activity to the region.
That means more employees will be performing physically demanding work in Central Texas conditions.
Heat resilience therefore belongs inside the larger conversation about workforce resilience.
For employers, the question is increasingly practical:
How do we keep a skilled workforce healthy, capable and operational when the environment itself becomes more demanding?
